PPROBLEM TO BE SOLVED: To solve the problems of conventional water-retaining agents and water-absorbing gels wherein ultraviolet ray absorbents cannot generally uniformly be dispersed in aqueous media and do not give satisfactory light resistance, because the ultraviolet ray absorbents are generally slightly soluble in water; the problem of a method for adding a water-soluble resin and an ultraviolet ray absorbent to a solvent can dissolving the ultraviolet ray absorbent, stirring the mixture, and then removing the solvent, because it is difficult to obtain satisfactory light resistance due to the separation of the slightly water-soluble ultraviolet ray absorbent, when forming a water-absorbing gel; and the problem of a method for adding the fine powder of a water-insoluble iron oxide or titanium oxide, wherein it is necessary to add large amounts of the iron oxide, the titanium oxide and the like to the water-retaining agent or the water-absorbing gel, whereby the water-absorbing force of the water-retaining agent is lowered, and the water-retaining ability of the water-absorbed gel obtained by the absorption of water is low. PSOLUTION: Provided are the water-retaining agent comprising a water-soluble ultraviolet ray absorbent (A) and a water-absorbing resin (B); and the water-absorbing gel composition comprising the water-soluble ultraviolet ray absorbent (A), the water-absorbing resin (B) and water.
