PSOLUTION: A fuzzy controller 13 includes: an aggravation control rule space determination mechanism 7 for determining an aggravation control rule space in which there is possibility that control is aggravated from a control rule space; a control rule extraction mechanism 8 for creating one gene indicating a control rule to all the plants from the aggravation control rule space; an evaluation mechanism 4 for evaluating control results obtained by controlling each plant on the basis of the control rule narrowed down by the control rule extraction mechanism 8 by a predetermined evaluation function; and a genetic operation mechanism 10 for optimizing the gene created by the control rule extraction mechanism 8 by a genetic algorithm during control of each plant on the basis of the evaluation results of the evaluation mechanism 4.
