PPROBLEM TO BE SOLVED: To provide a water-repellent autoclaved lightweight concrete panel which maintains excellent water-repellency for at least two to three months, does not interrupt the vaporization of water contained, and does not inhibit the adhesion of an aqueous acrylic sealant and the like to the water-repellent surface, particularly a water-repellent autoclaved lightweight concrete panel for short-term storage; to provide manufacturing methods thereof; and to provide an organopolysiloxane aqueous emulsion excellent in spray coatability and roller coatability. PSOLUTION: The water-repellent autoclaved lightweight concrete panel has a water-repellency treatment layer of an aqueous emulsion of a non-film forming amino-modified organopolysiloxane, on its surface. The aqueous emulsion of the non-film forming amino-modified organopolysiloxane is adhered on the surface of the autoclaved lightweight concrete panel by the spraying method or the roller coating method, and is dried. An O/W type aqueous emulsion of a non-film forming amino-modified organopolysiloxane is provided whose amine equivalent is 500 to 100,000 g/mol and whose viscosity is 50 to 1,000,000 mPa s.
