PROBLEM TO BE SOLVED: To prevent fluorine incorporated into a soil remediation agent from being eluted into soil or ground water with respect to the soil remediation agent manufactured for the purpose of detoxifying trichloroethylene or hexavalent chromium by recovering particles containing iron abundantly from byproduct of industry and by refining the particles.;SOLUTION: The soil remediation agent is manufactured by adding a compound containing phosphoric acid or phosphate, and calcium ion to a mixture composed of particles which comprises a substance of eluting fluorine, metal iron, bivalent iron and water and by reacting calcium ion and fluorine to insolubilize fluorine.;COPYRIGHT: (C)2009,JPO&INPIT
