PPROBLEM TO BE SOLVED: To form a protective coating by iron oxide inside piping which constitutes a water passage by injecting oxygen by-produced by electrolysis of water, into condensed water of exhaust steam so as to be dissolved therein without laying long-distance oxygen supply piping. PSOLUTION: A water quality management method for a power generation facility for generating power by the driving force of a turbine driven by steam generated at a steam generator, condensing exhaust steam from the turbine by a condenser and supplying water condensed by the condenser, to the steam generator, comprises cooling a generator with hydrogen produced by electrolysis of water, storing by-produced oxygen in a pressure vessel after dehumidifying and boosting it, conveying the pressure vessel close to an injection port for injecting oxygen into the water condensed by the condenser, injecting oxygen from the pressure vessel timely into the water condensed by the condenser so as to be dissolved therein, and forming the protective coating by iron oxide inside the piping through which condensed water flows.
