PROBLEM TO BE SOLVED: To provide a testing device and a testing method for evaluating the expansive properties of steel pipe, in an expansive type oil well, in a precisely and effective manner.;SOLUTION: The expansive property evaluation testing device is constituted of: an expansive plug 2; an expansive plug driving means for driving the expansive plug 2; a testing object restraining means 3 for restraining one end of the pipe test body 1; a moveable test body holding means 4 for holding the other end of the test body 1; and a test body restraining control means 6 for controlling the moving of the test body holding means 4.
