PPROBLEM TO BE SOLVED: To provide a technique for supporting rapid design of an optimum trim margin for one or more evaluation index values of a steel plate produced through treatments in a plurality of production processes in a steel plate manufacturing factory. PSOLUTION: A trim margin model formation and holding means 103 forms a trim margin model showing a relation between a trim margin design value and occurrence of trim failure based on a trimming process capability from performance plate width data collected from each production process. A simulation means 103 and an optimum trim margin determination means 105 derive each evaluation index value from the model, a production schedule of product and the trim margin design value, and assign a request to the production as an evaluation function to determine a trim margin which can optimize the value of the evaluation function from the production schedule of product and the trim margin model. According to this, the optimum trim margin for one or more evaluation index values of the steel plate produced through treatments in a plurality of production processes in the steel manufacturing factory can be rapidly determined.
