PROBLEM TO BE SOLVED: To provide an image resolution improving apparatus for creating high-resolution image with high image quality, and a learning device and method.;SOLUTION: An image resolution improving apparatus comprises: a means 101 for determining a first block size corresponding to a low-resolution image having a first size and a second block size corresponding to a high-resolution image having a second size, while using a result of making prime for each other the number of longitudinal pixels in the first size and the number of longitudinal pixels in the second size and a result of making prime for each other the number of lateral pixels in the first size and the number of lateral pixels in the second size; a means 102 for holding a first coefficient learnt to reduce an error between a block, which is calculated by multiplying a first learning block by the first coefficient, and a second learning block from a pair of the first learning block in the first block size and the second learning block in the second block size; a means 103 for sequentially setting a first position of the first block size and a second position of the second block size; and a creation means 104 for creating a high-resolution image by multiplying the first block at the first position by the first coefficient to create the second block at the second position.;COPYRIGHT: (C)2009,JPO&INPIT
