An inter-target distance calculation device 121 calculates a distance (overlapping prior distance) between positions observed just before the plurality of the targets overlap. An inter-target distance gate setting device 131 sets a separation determining range based on an overlapping prior distance. A separation determining device 132 judges that the overlapping targets are separated to be observed as the plurality of the targets again when a new target is observed in a separation determining range. A separation abusive remark moving distance calculating device 133 calculates a separation target moving distance. A separation target determining device 135 identifies the plurality of the targets observed by separating the overlapping targets based on the separation target moving distance.
