PPROBLEM TO BE SOLVED: To prevent signal collision even when there are multiple circuits with different transmitting speeds in a time-division multiplexing system. PSOLUTION: An OLT (optical line termination) is connected to a plurality of circuits with different transmitting speeds and includes a timing extracting means for extracting a data transmitting timing from a predetermined circuit out of the plurality of circuits. Further, it includes a timing assignment means for assigning a data transmitting timing in another circuit not to collide against a data transmitting timing extracted by the timing extracting means.
