PROBLEM TO BE SOLVED: To provide a load-bearing and seismic-control mechanism, a load-bearing and seismic-control panel, etc, which can function not only as a load-bearing element but also as a seismic-control element, and which dispense with a special operation for switching from a load-bearing state to a seismic-control state.;SOLUTION: In an earthquake-sensitive switching mechanism, supporting bodies 13 and 14 are pivotally connected to an oscillating member 11; discoid guide portions 16 and 16 equipped with guide grooves 15 and 15 with a concave arcuate bottom surface are provided below the supporting bodies 13 and 14, respectively; and discs 18 and 19 with different natural periods are arranged in the guide grooves 15 and 15 in such a manner as to make a rolling pendulum motion by earthquakes. The earthquake-sensitive switching mechanism is incorporated into a load-bearing and seismic-control device 5. A switching operation section 12 of the oscillating member 11 is engaged with a notched portion 9 of a lower plate 7, so as to bring about a load-bearing action.
