PROBLEM TO BE SOLVED: To provide a titanium oxide photocatalyst covered with a porous silica coating having molecule selectivity due to pores provided in a silica coating, and an organic compound selective oxidation method using the catalyst.;SOLUTION: The titanium oxide photocatalyst covered with the porous silica coating is provided by processing the surface of titanium oxide particles with a compound having a polar group, thereafter coating it with a silane-based compound, then forming pores by removing the compound having the polar group. The compound having the polar group is preferably organic molecules represented by R-X, wherein R is an organic group, and a functional group X is a functional group bonded by direct single bond and is any of carboxyl group, hydroxy group and amino group.
