PPROBLEM TO BE SOLVED: To provide a lot data generator for increasing a winning voucher in a public lottery ticket with a plurality of games printed for each voucher. PSOLUTION: Winning ranks for first s games (sn) out of n games are assigned to respective ticket numbers given to each public lottery ticket with n games printed thereon. The winning ranks are determined for the first s (sn) games, and a winning ranks for residual t (1≤t≤n-s) games other than the s games are assigned thereafter to each ticket with no winning rank assigned thereto, for each of the first s games.
