PROBLEM TO BE SOLVED: To solve the problem of a conventional rent arrear guarantee system that a lessee has only an advantage that a joint surety is not required, and the lessee bears a guarantee charge of rent arrear guarantee too, so that it is not necessary for the excellent lessee having weak possibility of causing an arrear accident to join the system, accordingly an accident rate becomes high, and solid management is difficult.;SOLUTION: A return rate is stepwise increased by length of a period of no arrear accident, and an entire amount of the guarantee charge is finally returned.
