PROBLEM TO BE SOLVED: To control the temperature of a steel plate on the outlet side of a finishing mill with higher precision and, furthermore, to make frequency of increasing and decreasing the quantity of cooling water smaller, as regards control of a cooling water injection type interstand cooling system in the finishing mill.;SOLUTION: The interstand cooling controlling system 1 is made to control the quantity of cooling water of interstand cooling systems 7a-7d of the finishing mill 2 to make the FDT (temperature on the outlet side of finishing) of the steel plate 3 match a desired target temperature, and includes: a preset control means 11 in which the FDT is estimated by a plate temperature estimation model 18 before the steel plate is cooled with the cooling water and preset control output is generated by calculating the quantity of cooling water of the interstand cooling system on the basis of the estimated FDT; a dynamic control means 12 in which the quantity of state of the steel plate during rolling is obtained and dynamic control output is generated by calculating the changing quantity of the quantity of the cooling water on the basis of the quantity of state; and an interstand cooling command generating means 13 in which an interstand cooling command is generated from the preset control output and the dynamic control output and is output.;COPYRIGHT: (C)2010,JPO&INPIT
