PPROBLEM TO BE SOLVED: To provide a re-emulsifiable resin powder composition which can give a coating film not only having water resistance and hardness even in an initial stage after coating film formation but having excellent long-lasting adhesion and which has such excellent ant-skinning property that the coating film is prevented from suffering surface skinning to enable the coating film surface to be patterned with a trowel, etc. after application, and also to provide an aqueous emulsion obtained by re-emulsifying the composition; and a building-use finish coating material comprising the composition. PSOLUTION: The re-emulsifiable resin powder composition comprises a re-emulsifiable resin powder (I), a condensed phosphate (II), and a crosslinking agent (III). The re-emulsifiable resin powder (I) is a dried product of a synthetic resin emulsion (A) obtained by polymerizing an ethylenic unsaturated monomer ingredient comprising 30 wt.% or more hydrophobic monomer.
