PROBLEM TO BE SOLVED: To construct a reinforced concrete balcony in a reinforced concrete external heat-insulated building in a cantilevered state with excellent workability by suppressing the thermal bridge to the concrete skeleton.;SOLUTION: A concrete outer wall W is covered with a composite panel 2 formed by placing an external substrate material 2A on the adhesive surface 2S of a heat insulating layer 2B in which a group of groove lines G for vent are vertically formed. A balcony floor slab SB so projects from the concrete outer wall W that is thermally insulated by the heat insulating layer 2B. One projecting part AP of a Z-reinforcement 1 extending through a nonflammable support block 4 formed of a nonflammable heat insulating material 4B is integrally fixed to the inside of the concrete skeleton CF and the other projecting part BP is integrally fixed to the inside of the balcony floor slab SB.
