PROBLEM TO BE SOLVED: To provide a system for judging an action capable of appropriately judging whether a player or the like has made a flying start.;SOLUTION: Each microwave transmission/reception device 11 detects the move (action) of the player changing from a stationary state to a moving state by the Doppler effect. A trigger device 14 discharges a start signal synchronizing with the gun.
