PPROBLEM TO BE SOLVED: To facilitate electronic application using a cellular phone, and to easily and reliably verify the authenticity of a print document when applying for issuing, especially, a paper document, through the cellular phone. PSOLUTION: A server 2 for electronic application includes: an electronic document verifying means for receiving electronic document information with an electronic watermark for electronic delivery added thereto, collating the electronic watermark with the electronic watermark for electronic delivery which is stored in a storage means, and verifying the electronic document information and delivery document information when both the electronic watermarks for electronic delivery are coincident; and a print document verifying means for collating the plurality of electronic watermarks for electronic delivery, which are added to print document information generated by scanning the print document with the plurality of electronic watermarks for electronic delivery added thereto, with the electronic watermark for electronic delivery which is stored in the storage means, collating the print document information with the delivery document information stored in the storage means when all electronic watermarks for electronic delivery are coincident, and identifying them for verification.
