PPROBLEM TO BE SOLVED: To provide a comparator, a method and a program capable of comparing dynamic image. PSOLUTION: This dynamic image comparator is provided with a graph preparing means for arranging the first feature amount calculated as to each of the plurality of first static images constituting the first dynamic image on one coordinate axis, for arranging the second feature amount calculated as to each of the plurality of second static images constituting the second dynamic image on the other coordinate axis, and for preparing a graph by adding a route connecting coordinates (t, u) and coordinates (t-1, u-1), when the t-th feature amount in the first feature amount is equal to the u-th feature amount in the second feature amount, a common portion acquiring means for acquiring a common portion or a shortest distance calculating means for calculating the shortest distance, based on the prepared graph, and a dynamic image discrimination means for discriminating the presence of a portion consistent with the first dynamic image and the second dynamic image, based on the common portion or the shortest distance.
