PROBLEM TO BE SOLVED: To shorten the time from the execution of digital broadcast tuning operation to the output of a video image.;SOLUTION: A broadcast receiving apparatus 21 of the present invention comprises: a first digital broadcast receiving section 24 for receiving a main broadcast wave, detecting a key frame from encoded video data that are encoded video data contained in the received main broadcast wave, decoding the relevant encoded video data using the detected key frame, and outputting video data; a second digital broadcast receiving section 25 for receiving a retransmitted broadcast wave, detecting a key frame from encoded video data contained in the received retransmitted broadcast wave, decoding the relevant encoded video data using the detected key frame, and outputting video data; and a key frame detection control section 30 for causing the digital broadcast receiving section in which the key frame is detected earlier, to output the video data.
