PPROBLEM TO BE SOLVED: To solve the problem that in a method of converting the number of image samples, a faster processing speed after over-sampling is required because a highly dense image signal is formed by over-sampling conventionally and an optional conversion ratio is available up to a ratio of over-sampling processing but not available for magnification more than the ratio and for reduction requiring a band limit. A switch 4 selects the image signal subjected to the band limit by the variable LPF 2 in the case of the reduction or selects an output image signal from the pixel buffer 3 in the case of the magnification. Phase shift filters 11 to 14 apply no band limit to the image signal selected by the switch 4 but apply phase shifting to received samples by 90 degrees each. A switch 5 selects an image signal with a phase closest to that of the sample after the conversion among the output image signals from the phase shift filters 11 to 14 according to control information from a pixel selector 9.
