PROBLEM TO BE SOLVED: To provide a workflow system, a workflow management device and a workflow management method for properly presenting input support information desired by a user under the consideration of location information.;SOLUTION: The workflow system comprises a location information management device 1 and a WF management device 2. When transmitting application data, the location information management device 1 acquires the current location information of a user, and acquires user information in the neighborhood of an application user by referring to a preliminarily prepared seat table. The acquired user information in the neighborhood is transmitted to the WF management device 2, and the information in the WF of the user is acquired, and approver information suitable for the application data is presented.
