PROBLEM TO BE SOLVED: To acquire QoS by preferentially assigning a transmission band for a data flow that is apt to be influenced by transmission delay and jitter of packets in a communication network that simultaneously transmits data flows of a plurality of types.;SOLUTION: A master unit 20a includes a band assignment section 211 for determining a transmission permissible period in which a first data flow can be transmitted and reproduction quality of the first data flow can be maintained in a data-flow receiving device for receiving the data flow, and for determining a transmission permissible period in which a second data flow can be transmitted when a request for setting the transmission band of the second data flow is received while securing the already determined transmission permissible period in which the first data flow can be transmitted. In such a way, the master unit 20a assigns transmission permissible periods that are inconsecutive in terms of time to the second data flow, and since the first data flow is transmitted between the transmission permissible periods that are inconsecutive in terms of time, the first data flow can be transmitted in a state in which the reproduction quality is maintained.;COPYRIGHT: (C)2010,JPO&INPIT
