PROBLEM TO BE SOLVED: To protect a limited local area against electromagnetic radiation in a simple, effective and highly reliable manner when operating a mobile radio system in the limited local area.;SOLUTION: A transmission device transmits first signaling information related to a location area assigned to the transmission device to form one cell of the mobile radio system in the limited local area. In this case, the transmission device performs transmission with a high output power thereby to force a mobile radio terminal device, which exists in the local area and is not switched off, to select a transmission device existing in the local area as a base transmission/reception station and not to select another transmission device existing outside the local area as the base transmission/reception station.;COPYRIGHT: (C)2009,JPO&INPIT
