PROBLEM TO BE SOLVED: To easily apply a portable apparatus to foreign specifications by integrating the foreign specifications and domestic specifications in call control of the portable apparatus.;SOLUTION: In a specifications integrated control system (call control specifications integrated system 10) of a portable apparatus (2) which can perform call control for domestic specifications and foreign specifications, a domestic call control function (domestic call control function unit 14) and a foreign call control function (foreign call control function unit 16) are separated, and when a request from an application (8) is dispersed into the domestic call control function and the foreign call control function, respective functions are integrated and the request is output to a network (network unit 6).
