PROBLEM TO BE SOLVED: To provide a method and device for raising compression efficiency of motion vector by effectively predicting motion vector of an upgrading layer using motion vector of a base layer, in a video coding method which uses a multilayer structure.;SOLUTION: The method for efficiently compressing motion vector with a video coder of a multilayer base includes a stage for acquiring a motion vector of the base layer frame having a first frame rate from an input frame, a stage for acquiring a motion vector of a first upgrading layer frame having a second frame rate that is higher than the first frame rate from the input frame, a stage for generating a predictive motion vector for the first upgrading layer frame, and a stage which encodes a difference between the motion vector of the first upgrading layer frame and the generated predicted motion vector as well as the acquired motion vector of the base layer.;COPYRIGHT: (C)2006,JPO&NCIPI
