PROBLEM TO BE SOLVED: To provide a residual torsion measuring device of a stranded wire that can accurately measure the residual torsion of the stranded wire, requires low initial investment, and can also improve the productivity, and to provide a wire stranding machine and stranded wire winding machine using the device.;SOLUTION: The residual torsion measuring device 1 of the stranded wire 20 formed of a plurality of wires is provided. The residual torsion measuring device 1 has at least three sheaves 2, 3 and 4 through which the stranded wire 20 is passed in a U shape, and measures the residual torsion of the stranded cable by measuring the rotation angle about the axis passing the diameter of the perpendicular direction of the sheave 4 arranged in the central lower part among the sheaves.
