PROBLEM TO BE SOLVED: To automatically present attribute information which needs to be presented or is valid, to a service provider who needs to present the attribute information or is valid without grasping the information about a utilization site of the attribute information by a user.;SOLUTION: An attribute information issuing means 22 issues navigation information, which specifies the utilization site of the attribute information, as attribute utilization information included in the attribute information when issuing the attribute information issued to the user. An attribute information utilization device 20 analyzes the attribute information from a user application 40 by an attribute information analysis means 31, and obtains the navigation information from the included attribute utilization information.
