PROBLEM TO BE SOLVED: To provide a mechanical base isolating structure device capable of completely preventing a building from being swung even during violent earthquake.;SOLUTION: This base isolating device is formed by installing a base BB on a ground foundation AA on which the columns of the building are constructed in a circular band shape or polygonally (5-8) divided surface shape and a pedestal CC (one for each divided surface for the pedestal with swing groove) circumferentially tilted toward the center on the upper part of the base, and installing a swing panel on which a lever crank link mechanism body group (formed of main columns of trapezoidal shape, struts and ceiling beams, and right circular cones with reverse flanges) is mounted on each tilted pedestal surface. When an earthquake occurs, a moment of a couple for rotating a swing panel is produced in the main columns and struts on the swing panel by the function of forward inclining and erecting motions. The swing panel is started to rotate by a caster effect action, and quickly operates repeatedly through a half turn in a nonuniform elliptic motion. After the earthquake is completed, it is returned naturally to the original position by a recovering force by the caster effect action. A column DD formed integrally with a conical body crest part holds the vertical movement of the column and allows the flat surface floating.
