PROBLEM TO BE SOLVED: To reduce the burden on costs of a communication control device installed in a house or an office and the use charge of an IP address for an incoming call when the number of users becomes large in the case of constructing a remote monitor warning system by using a portable telephone.;SOLUTION: In the case of transmitting image information or the like collected by a communication control device, and integrated into a packet to a server on a network, a communication system for only temporarily storing the image information until the completion of transmission and a communication technology for normally establishing the communication link of a network layer between the communication control device and the server are introduced, so that the problem can be solved.;COPYRIGHT: (C)2009,JPO&INPIT
