PROBLEM TO BE SOLVED: To construct underground containment barrier for hazardous waste which is buried underground without excavating and removing the waste.;SOLUTION: First, a wire saw 75 cuts the section between directive drilled holes with fluid having high density, so as to form a horizontally cut-off part under a embedded groove. Secondly, a vertical surrounding groove 76 is excavated. Next, the surrounding groove 76 is filled with grout having high density. Then, a block of soil 78 is floated, and moves upward to its final location having an edge of the higher soil arranged outside.
