PPROBLEM TO BE SOLVED: To generate a more suitable interpolation signal when a full-screen is shifted in a fixed direction. PSOLUTION: A de-interlacing apparatus includes: a motion vector detection means; a full-screen shift detection means for detecting a full-screen shift indicating the shift of the full-screen in the fixed direction; a moving/still determination means for performing moving/still determination of an input video signal; a moving determinatione correction means for correcting the determination result of the moving/still determination means by moving determination when full-screen shift is detected; a first interpolation signal generation means for generating a first interpolation signal which is interpolated to a one-field delay signal by using the detection results of the motion vector detection means and the full-screen shift detection means; a second interpolation signal generation means for generating a second interpolation signal which is interpolated from a present field signal or a two-field delay signal to a one-field delay signal; and an interpolation signal mixing means for mixing the first interpolation signal and the second interpolation signal in accordance with the determiatnion result of the moving/still determination means which is corrected by the moving/still correction means to generate a mixed interpolation signal.
