PROBLEM TO BE SOLVED: To precisely estimate traffic data of a link whose traffic data does not exist even if roads with different kinds such as highways etc. are mixed.;SOLUTION: A traffic data estimating apparatus 10 acquires a parameter (attenuating parameter) for featuring an attenuating curve of relative velocity varying amount based on traffic data stored in a link traffic data storing unit 102 relating to a link of a city center side on a shortest time path linking between the city center and suburbs by a velocity variation attenuating parameter calculating unit 14, then acquires the relative velocity varying amount of a link whose result data is not stored, and estimates the traffic data of the link based on the attenuating curve. A ratio of the relative velocity varying amount in two links whose road kinds are different is calculated as a velocity variation similarity ratio by a velocity variation similarity calculation part 13, then the traffic data of a link of a second road kind is estimated from the already known traffic data of a link of a first road kind using the velocity variation similarity ratio.;COPYRIGHT: (C)2009,JPO&INPIT
