PROBLEM TO BE SOLVED: To more exactly evaluate the fatigue and damage rate of a structure. SOLUTION: The device is provided with a deformation quantity detection means H for detecting the deformation quantity of an evaluation object structure X, a fatigue and damage rate detection means K for detecting the fatigue and damage rate of the evaluation object structure X, according to the deformation quantity detected by the deformation quantity detection means H and a fatigue and damage rate add-up means S integrating the fatigue and damage rate detected by the fatigue and damage rate detection means K.
