PPROBLEM TO BE SOLVED: To provide a spatial resolution converting method and a spatial resolution converting program whereby scalable coding and decoding can more efficiently be carried out in the case of carrying out the scalable coding and decoding. PSOLUTION: The spatial resolution converting method includes steps of: particularizing a clopping region 22 that is an image region whose resolution is going to be converted into an SD resolution from an image region 21 with an HD resolution, and particularizing an original region 23 whose resolution is converted into the SD resolution without distorting image information therein; moreover reducing image information with the HD resolution in regions 24, 25 outside the original region 23 in the HD image region 21 and storing the reduced image information to distortion regions 26, 27 outside the original region 23 and in the clopping region 22; and furthermore applying reduction processing employing a prescribed filtering process to the clopping region comprising the original region 23 and the distortion regions 26, 27 to obtain an image frame with the SD resolution as shown in (E).
