PROBLEM TO BE SOLVED: To surely eliminate a dot disturbance component and to simultaneously correct a luminance signal so as not to cause out-of-focus by unintended correction.;SOLUTION: A horizontal disturbance detection circuit 160 and a vertical disturbance detection circuit 170 specify a determination target section for designating a pixel in which a code of a difference value between a luminance signal of the current field and a luminance signal of the last but one field changes, and determines whether a fluctuation of the luminance signal in the determination target section is a dot disturbance component. A disturbance correction circuit 150 can surely eliminate a dot disturbance component without causing out-of-focus caused by an unintended correction because the luminance signal of the current file in the determination target section is replaced with an average value of the luminance signal of the last but one field when the fluctuation is determined to be the dot disturbance component.;COPYRIGHT: (C)2009,JPO&INPIT
