PPROBLEM TO BE SOLVED: To provide an apparatus and a method for preventing eutrophication in a closed water area using aquatic plants which are effective even in a comparatively large storage reservoir, such as a dam reservoir and can effectively use the grown aquatic plants to prevent the outflow of the aquatic plants. PSOLUTION: The eutrophication prevention apparatus 1 has a float support 10, eight floats 21-28 attached to the float support 10, a net support 30, a net 40 of which the edge is attached to the float support 10 and the floats 21-28 and of which the bottom is supported by the net support 30, and a plant bed 50 mounted over the net support 30 through the net 40. The aquatic plants are fed into a plant feed area installed in the center of the plant bed 50, and naturally propagated in the plant bed 50 to cover the water surface of the storage reservoir.
