PPROBLEM TO BE SOLVED: To evaluate building energy saving control for a diagnosis by estimating the energy-saving rate of energy consumption of each building. PSOLUTION: A building energy saving, evaluating and monitoring device is provided with: a data collecting and storing means for periodically collecting data from a measuring and monitoring means installed at building sides to store the collected data for each target building; a reference energy consumption predicting means having a model for energy consumption to be a reference to evaluate an energy-saving rate obtained by analyzing the data stored for each target building; an energy saving evaluating means for comparing the amount of reference energy consumption calculated by the predicting means with an actually measured value of energy consumption to calculate an energy- saving rate; and a system diagnosing means for finding a failure of a control state and seeking the cause of the failure.
