PROBLEM TO BE SOLVED: To provide a business model for providing an objective report for the work of inspectors who control illegally parked vehicles such as vehicles parked on the streets, and ensuring the security of the inspectors.;SOLUTION: A business model of a system is provided which uses positioning mobile terminals, a base station, a data storage device and map information.
