PPROBLEM TO BE SOLVED: To provide a fuel cell power generating system capable of performing stable operation by preventing sulfur poisoning of a reforming catalyst even when an organic sulfur compound is contained in reforming water. PSOLUTION: The fuel cell power generating system 1 includes a raw fuel supply system 36 supplying raw fuel F of hydrocarbon fuel; a desulfurizer 2 desulfurizing the raw fuel F; a reformer 4 having a reforming burner 9 and reforming the raw fuel F and steam to hydrogen-rich gas; a steam generator 15 generating steam by heating reforming water W supplied from a reforming water supply device 37 by using combustion gas of the reformer burner 9 as a heat source; and a steam supply system 11 joining steam generated in the steam generator 15 by sending to the raw fuel supply system 36 on the upstream side of the desulfurizer 2 with the raw fuel F; and furthermore includes a hydrogen recycle system 26 joining the hydrogen-rich gas produced in the reformer 4 with the raw fuel supply system 36 on the upstream side of the desulfurizer 2.
