PPROBLEM TO BE SOLVED: To provide a non-oriented magnetic steel sheet having a characteristic excellent in the magnetic characteristic in a rolling direction and a perpendicular direction on a sheet surface considering such using condition that the magnetic characteristic excellent in the rolling direction and the perpendicular direction on the sheet surface is requested when using the non-oriented magnetic steel sheet, such as a divided iron core type rotator and the iron core material of a small E1 type transformer. PSOLUTION: For improving the magnetic characteristic in the rolling and the perpendicular directions on the sheet surface, ä100}100 system texture after finish-annealing is developed by controlling the added alloy components (Si, Al, Mn and the mutual content relation among these alloy elements) and impurities (C, S, N, Ti, V, Zr, Nb and As) and crystal grain diameter after annealing the hot-rolled plate and the rolling-reduction ratio of cold-rolling to obtain the excellent magnetic characteristic, particularly, in the rolling direction and the perpendicular direction on the steel sheet surface.
