PPROBLEM TO BE SOLVED: To provide a method for predicting a cement quality, which rapidly and precisely predicts a change in the cement quality caused by a small amount of minor component being introduced as a raw fuel of clinker by use of a waste material, a byproduct or the like, and to provide a manufacturing management system for cement, which prevents the cement from getting abnormal in quality and can manufacture the cement with a proper quality at a low cost, by utilizing the above predicting method, even under such a condition that the waste material and the byproduct are used so much and become diversified. PSOLUTION: An X-ray diffraction result of powder of the cement or the clinker is analyzed by using a profile fitting method, thereby acquiring crystal information about a clinker mineral substance, and the change in the cement quality is predicted on the basis of the acquired information. When an abnormality is found in a predicted value of the cement quality, the result is fed back to a cement manufacturing process, and adjustments of raw material preparations, firing conditions and crushing conditions and the like are carried out so as to make the cement quality proper, thereby bringing the above predicted value to be in the range of a value to be managed.
