PROBLEM TO BE SOLVED: To rapidly and precisely measure and monitor the concentration of available constituent of circulating water by measuring the concentration of a polycarboxylic acid or the like as a water treating agent by a chemiluminescence method after pre-oxidizing the sample of circulating water.;SOLUTION: An electrolytic oxidation device is used for a reagent oxidation reactor 4 which oxidizes a detecting reagent such as a ruthenium complex or the like. A reagent oxidation treating method which uses, as an oxidizing agent, a solid oxidizing agent carrying a semiconductor photocatalyst on its support photochemically oxidizes a sample by radiating a far-ultraviolet ray while keeping the solid oxidizing agent in contact with the sample. In a sample oxidation reactor 5, a solid oxidizing agent is prepared as a polyethylene powder carrying titanium oxide in which titanium oxide as a semiconductor photocatalyst is mixed with, and agitated with heating with high density polyethylene pellets to be thermo-fusibly welded with them. A black light is wound by a Teflon tube filled with the polyethylene powders carrying the titanium oxide and the sample is photochemically oxidized by radiating the far-ultraviolet ray.;COPYRIGHT: (C)2000,JPO
