PROBLEM TO BE SOLVED: To provide a distribution board degrading diagnostic system or the like which can measure and evaluate temperature variations in a bus line connection part and can accurately detect a subtle increase in contact resistance of the bus line connection part resulting from degradation to obtain the omen of the deterioration at the bus line connection part.;SOLUTION: The control unit 23 of a distribution board degrading diagnostic device 21 performs a fast Fourier transform of a temperature variation signal by a fast Fourier transform computing means 45 on the basis of time series data wherein the temperature variation signals, related to the temperature difference between the temperature of the bus line connection part 5 within the distribution board 3 and the ambient temperature thereof, are extracted at specified time intervals. Then, the control unit 23 calculates statistics of each frequency from the result of the fast Fourier transform by a frequency statistics calculation means 47 to compare the calculated statistics with the normal statistics stored in advance by the statistics comparison means 49.
