PPROBLEM TO BE SOLVED: To provide a video image voice delay confirming circuit which can measure a video image voice delay without needing a signal generator for measuring the video image voice delay in an exterior. PSOLUTION: The video image voice delay confirming circuit includes a video image test signal generator 13 which generates and outputs a test video image signal, and a voice test signal generator 14 which generates and outputs a test voice signal. A switching unit 16 switches an input video image signal to the test video image signal. The video image signal after switching is inputted to a video image encoder 18, and converted to video signal encoded data. A signal switching unit 17 switches an input voice signal to the test voice signal. The voice signal after switching is inputted to a voice encoder 19, and converted into voice encoded data. The converted video image encoded data and the voice encoded data are sent to a multiplexer 20 and multiplexed, and outputted as TS data.
