PROBLEM TO BE SOLVED: To provide water-penetrating/draining facilities of a unit structure, which are excellent in workability of beach stabilization over and under the sea. ;SOLUTION: A unit frame is assembled by connecting a plurality of transverse tie members arranged in a width direction in a manner being longitudinally spaced apart, and longitudinal frame members arranged in parallel with each other in a longitudinal direction at least at both end portions in the width direction. A plurality of hollow members each with permeability over the entire length in its longitudinal direction are arranged in the unit frame plane in the width direction, and the hollow members are attached to the unit frame, to thereby constitute a permeable layer unit. A water collecting pipe communicating with each of the hollow members is set in the width direction at a longitudinal offshore edge of the permeable layer unit.
