PPROBLEM TO BE SOLVED: To provide a waste plastic treatment apparatus capable of treating a waste plastic so as to reduce chlorine content with simple configuration, and a waste plastic treatment method using it. PSOLUTION: An inwardly projected guide member 18 is provided to the peripheral side wall 18 of a tank 2 at the position opposed to a discharge port in a plan view and a material falling part 19 is provided to a bottom wall 6 of the tank in the vicinity of the downstream side in the rotary direction of a horizontal rotary blade 3 with respect to the guide member 18 in a plan view. When a material is charged in the tank 2 to start treatment, a chlorine containing resin such as polyvinyl chloride or the like is finely crushed to pass through the material falling part 19 during treatment to fall.
