PROBLEM TO BE SOLVED: To effectively notify a driver in a stopped vehicle of a traffic signal state or that starting is allowed.;SOLUTION: A navigation unit detects the stoppage of the vehicle at a traffic signal place. When the vehicle has stopped at the traffic signal place, it is decided that the traffic signal shows a red signal etc. not permitting travel. Further, a predetermined state that the driver is supposed to be not watching the traffic signal carefully is detected. When it is decided that the vehicle is stopped at the traffic signal place and that the driver is in the state of not watching the traffic signal carefully, the traffic signal state is notified to the driver.
