PROBLEM TO BE SOLVED: To prevent a pipe from coming off even vertically mounting the pipe in a lower side of a transpiration valve. ;SOLUTION: A groove 64 is formed in the same circumferential direction in an inner wall of many arm parts 62 with a diameter expansible of an inner side member 54 of a stopper member 52, and a bulge part of large external diameter is provided in the vicinity of a tip end in a pipe. After an O ring 76 is mounted in an internal space of a connection member 32, partly the inner side member is fitted to an inner wall of the connection member 32, also engaging pawls 66 of an outer side member 56 of the stopper member 52 are engaged with a first trough part 46 of the inner side member, so as to prevent coming off from the connection member 32. In a condition of the engaging pawl 66 engaged with the first trough part 46, many arm parts 62 are placed in a condition not fitted yet to an inner wall of the connection member 32, in this condition, the pipe is inserted in an intermittent cylindrical shape formed by many arm parts 62, and the bulge part is fitted to the groove of the arm part 62.
